Multilingual Programs
The Multilingual Programs department supports English learner achievement through capacity building. Resources and professional development are available for teachers, administrators and paraprofessionals to support instruction and achievement for English learners.
Services
As the Region 5 lead, the Multilingual Programs department provides Title III technical assistance in several ways:
- Assists the LEAs with the completion and monitoring of the Title III Plans
- Assists LEAs to increase their capacity to develop and implement programs and services that improve the achievement of English learners
- Continues to strengthen the statewide network of technical assistance for improving LEA’s programs and services for English learners
The Multilingual Programs department convenes four networking groups to build district and school capacity:
- The English Language Acquisition Consortium (ELAC), coordinated by the COE, gives school district representatives an opportunity to meet regularly and provides a support mechanism for implementing effective English learner programs.
- A Look at Learning is a comprehensive professional development and/or coaching system that supports high-quality instruction for English learners, and received a 2011 Golden Bell Award for its work to narrowing the achievement gap. Launched across 12 counties, it focuses on increasing student achievement, supporting teachers, providing student engagement and structuring collaboration. - The Seal of Biliteracy Advisory Group Meetings provide support for districts to establish the Seal of Biliteracy and/or pathway awards. Districts are encouraged to sign a Memorandum of Understanding with the COE so that graduating seniors who meet the county Seal of Biliteracy requirements will receive a certificate from the county superintendent.
- Coaching Network provides networking opportunities for coaches and mentors to share resources and continue to develop their coaching skills as they support classroom teachers.
The department also provides customized professional development on various topics including: CTEL Test Preparation courses; English Language Development (ELD); Specially Designed Academic Instruction in English (SDAIE) strategies; writing content and language objectives, coaching, and designing high quality lessons with language production opportunities; training on the legal requirements of District/English Learner Advisory Committees (D/ELAC); etc.
